Not a whine, but there seems to have been a fundamental shift in Kali.
It used to be that shield tanking (boosting) provided fast regen but ate cap very fast, and armor tanking was slow but more cap efficient.
Now with the release of the Boost amp II, shield tankers get to have faster regen and more efficient regen too.
Observe the two-slot tank (assume the rest of the slots are for hardeners and whatnot).
Armor Tank: 1st Large Armor Rep II : 800 hp every 12 sec (repair skill 5) for 400 cap >>>>>>>> 66.7 hp/sec, 2hp/cap <-- slower than 1 shield booster but more cap efficient Add a 2nd Large Armor Rep II: 1600hp every 12 sec for 800 cap >>>>>>>> 133.7 hp/sec, 2hp/cap
Shield Tank: XL Shield Booster II: 600hp every 5 sec for 363.6 cap (shield compensation 5) >>>>>>>> 120hp/sec, 1.65 hp/cap <-- faster than 1 LAR II, but less cap efficient Add 1 Boost Amp II: 816hp every 5 sec for 363.6 cap >>>>>>>> 163.2hp/sec, 2.24hp/cap <-- faster than armor reps and less cap too

(And of course shield tanking gets passive regen and more time after tank failure to escape.)
Normally when different races have different options the two have tradeoffs but it looks like shields are now better in all categories. What's up with that? EANM don't make up for it... what is the reason to use armor now? I use both so it doesn't hurt me much but it seems like everyone should shield tank now, which is silly.
Potential balancers: How about a cap reduction skill for armor reps? What about a "nanite pump" type boost amp module for armor reps?

I'd agree shield tanking is better (passive or active), but you have to remember that it only matters that they are pefectly balanced for pve, as for pvp, mid slots are used for ab/mwd, web + scram as well as electronic warefare, so you'll see more armour tanks anyway due to the specific need of tackling mods, at least solo anyway. Gang and fleet are a different matter as you might not be needing to tackle or use EW, so you could sport a fat midslot tank while using lows for damage/tracking mods.

Don't forget armor gets better resists as shields do. Also, don't forget you can't use CPRs when you active shield-tank, and PDUs don't even begin to compare. And remember that active shield tankers don't have any free slots for tackle, while armor tankers do.
Basically, setting up a ship for armortanking either gives you more cap/second (rechargers, boosters) or tackling abilities compared to shieldtanking. Active shieldtanking is a "full-slots" job, while armor tanking isn't always. _____ -sig-
