Mainly trained in the way of gallente fighting and has Frig/Cruiser/BS 5lvl can use t2 drones and t2 hybrid guns on gallente ships. He can also pilot Gallente Carrier 4 lvl and Gallente Dreadnought lvl4 while covering vast distances with the jump drive technology which he possesses very well.

People who scam and exploit are idiots as CCP have records to everything, so you should be re-imbursed and the scammer will be banned and lose the character with no isk

Petition it and you will get your isk back, as a rule when I auction a character I transfer the character first then accept the isk, in anycase you should insist on the character before you pay the money, there is no reason for the seller not to be happy with this as he will be protected by CCP.
Btw if your still after a pvp character I recommend this guy Arthur Guinness , shameless bump I know

it has always been buyer paying first then seller delivering goods
but you are quite correct on your other point, GTC and CHAR sales scamming is not allowed and bannable and if found to be a scam buyer gets money back

since the present day CCP was unwilling to help me in this case, which saddens me. I will no longer use this plattform to buy anything as the rules in here are not enforced and so scamming is still way to easy
