Same Scorpion, minus the targetting computers and more useful modules. Add one Vigil and let him use his far faster lock time to scramble the target while the Scorpion's array locks on at leisure.
It doesn't matter who does the scrambling. Once scrambled, the target isn't going anywhere until the person that scrambled them hits their recycle time. And Vigils are disposable. Scorpions are not. So it's better to use the targetting computer slots to shore up the Scorpion's defenses.
Actually, let's put this guy's Scorp against your Scorp/Vigil team (ignoring the comments above that there are usually less good pilots than Isk for ships).
IMHO this wouldn't work well , as Vigils don't have the mid slots for a perfect anti-Scorp loadout (3 spatials, 1 warp scramble, 1 web), let alone the mids or cap for 4-5 multispecs instead of the 3 spatials).
If the solo Scorp can warp out or MWD away (ie. Vigil fits only jamming gear), the frigate hasn't helped kill it. If the solo Scorp *can* target (ie. Vigil fits for warp scramble, web and maybe 2 dampeners), he'll use his drones on the frigate (ask Merc Frigs alumni how evil they think heavy drones are) and hit the other Scorp. And of course if the solo Scorp IS running his 3 sensor boosters, then even if he is damped 1 or 2X he will STILL lock the Vigil's buddy in the scorp first and jam him out, scramble him and then pound him with beams and torps/cruises. Mind you if the solo guy is sloppy and stays once jammed by the Vigil, or isn't jammed yet is distracted by the Vigil and locks it first, then the buddy Scorp will indeed get first lock and will pwn the solo scorp. It'd be a Darwin award though, no good Scorp pilot with that fast a lock time would get nailed like that.
The Blackbird is a good compromise of your idea of using a Vigil and this guy with 3 sensor boosters. It's got a good lock time, 6 mid slots and pays for itself in insurance every time, unless you have it loaded with loot mods. That's a good chunk of the reason why you see so many pirate hunters in them. It's a zero-cost (torps excepeted) way of having a night on the town (Sarum here we come ;P). 1 Blackbird with 1 executioner (A Caracal, Maller, Thorax or whatever) does better than a frigate and a BS). And still cheaper as a combo, if your whole team happens to get JIPed.
Pirates and richer PvPers use Scorps for their ability to hit MUCH harder than a Blackbird once the the EW has sorted the target out, and the ability to take a beating while still being able to MWD away.
