When I upgraded to a cruiser I went out and got my Tristan blown-up on purpose. It was Platinum insured and I got more money for it that way than selling or refining it. Does that make sense?
As an idea individuals should, like most of us experience today with insurance, see ever increasing rates each time we collect on our insurance policies. Obviously we are all in the game for a long time so it has to have the ability to go down too. Nevertheless each ship you lose and collect money on should make the next ship that muchmore expensive to insure. The longer you keep one ship without losing it the rate would decrease.
This would seem a simple programming issue and be more a balance issue but the balance is ther somewhere. The problem with persistent games where the 'economy' is theoretically real and fluid is that there is no siphon to remove money. From the Dev standpoint it has to be this way. No one will play a game to be the poor guy who never gets ahead so money is essentially limitless. This option along with idea #1 help siphon money out of the game and make those things you do possess more valuable.
3) By all means nerf MWDs. To me it is just silly to see huge battleships whipping past everything else out there. I know MWDs have their downsides but clearly it is not enough. Battleships, with MWDs, are still beasts to deal with. Who cares if there is a serious ding to the shields? They can race out of any fight. Stasis webifiers you say? Doesn't stop them (try it if you haven't).
Before someone says it I realize that ocean going battleships are actually quite fast. Understand that has to do with a thing called 'hull speed' that allows big ships to go faster than 'little' ships. In space size means harder to move in every respect. Acceleration, maneuverability and top speed are all harder to achieve than for a smaller ship (or mass if you rather). Battleships zipping about EVE at 'ludicrous speed' is, well, ludicrous.

Try getting someone with implants to get into a cruiser or frigate, not going to happen I don't think. Battleships offer more protection for your head than the other 2. I think they should make a more advanced sort of cloning or implant insurance:)
Hopefully they will correct the game and make large turrets useless against frigs/fast moving ships. Elite frigs should be interesting then.

4) I haven't fully thought this one out but perhaps restrict battleships from using mining lasers at all. Only cruisers and frigates can be used for such a thing. Maybe introduce a special mining ship if you want the mining capacity of a BS but it would not be a combat ship at all (ala like an Indy).
The idea behind all of my above ideas is to make battleships rare and expensive things. If EVE continues as it is sooner or later most everyone will be zipping baout in battleships. Be a weird universe for a newbie to enter.
Battleships shold remain brutes and downright devastating. Someone mentioned earlier that little corps can't get by without battleships. I think this would let them get by better without battleships. There would be fewer to deal with. It would encourage smaller corps to form alliances and so on.
Just some thoughts but I'll be interested in thought on these ideas.

I read somewhere of the Devs speculating on way to make smaller ships harder to hit. Dunno if they decided to try anything for that.
As for implant I agree that they seem to turn players into wimps. No surprise that hey don't want to lose them as they are rare/expensive. It is possible for one person to have 30 mil stuck in his/her head.
My feeling is tough. You have the implants and want to puss out on fights then stay back and mine forever.
