Okays, whats up with this... I can't find any in Ammatar space or Amarr... don't tell me I moved here and have to go back to Jita to find any of these. Where can I get them and where exactly do they come from? If agents... which ones?
Oh, and what's up with control towers... I'm flying thru Amarr and NOT ONE available at an npc price. Is this a bug or what?

I have never seen them npc sold and im pretty sure they only come from mission offers/missions so they sell for whatever the players can get for them

I run Command missions and have never received any offers for Charters.

Only in offers. They come in a wide variety of LP ranges, but I still donÆt really see them all that often compared to implants.
500 LP û 100 Charters
1000 LP û 200 Charters
2000 LP û 400 Charters
4000 LP û 800 Charters
8000 LP û 1600 Charters
16000 LP û 3200 Charters
I personally havenÆt seen any offers higher than that.

Which agent type? Cause I've done command, internal sec, and security... and never an offer. Doing admin now, still nothing.

You might have to go over and talk to the guys in Dysa. That seems to be the biggest mission running system in Derelik.
A friend of mine recently got some offers from her level 2 agent in Gelhan.

I only have Amarr Empire charters. Most of them came from manufacturing agents. I've gotten them from a bunch of other agents too though, I just got an offer for some from a public relations agent yesterday.
I'd say you might want to just go and get a couple thousand LP's with every Ammatar agent you can find and recycle the offers until you get some charters.
