So, I want to be a mimitar, interceptor tackler.
Can anyone give me some tips as far as ship setup and what skills compliment a tackler?
Also, Should I create a new character? I have about 900,000 skill points so I'm not very far.
My attributes are:
7 intelligence 12 perception 6 charisma 12 will power 8 memory
Average I know. Do I need different stats to make an effective tackler?

Your stats include 6 points from learning skills. It is hard to give advice regarding attributes with out knowing what your base attributes are before learning skills.
From what I can see your Intelligence looks a bit low. You will need Intelligence for all your supporting skills.
Stats will not change how effective of a tackler you are. They will only affect how fast you train the skill to be effective.

My base was probably
7 Intell 9 Perception 6 Charisma 10 Will Power 5 Memory
but thats just a guess.
Can you give any advice as far as ship setup and important skills?

stats are only for training, BUT you need intel for frig 5 if you're going for inceptor, so it'll prolly gonna take you quite some time to get there. If you want to crank up your stats, go find the training guide.
I'm using a rifter atm high: 200mm AC, 200mm AC, 150mm light AC, named NOS med : named webber, named AB, named cap battery low : named arm repper, your choice, your choice
I use this setup for missions and rats only. For pvp I replace the named cap battery with warp scrambler and the arm repper for something nice like nano's. Because rifters are replaceable and if you want to live the true minmatar tackler live, you're sposed to die! :)
(Only been playing for 1 month, so don't follow me blind on this)

Tacklers need a warp scrambler + microwarp drive combination first, a webber second, and damage third. You're not going to be a very good tackler if you're kitted out with an afterburner and a webber but no scrambler.

Noticed I said only for missions and rats only, since rats don't warp off...and I prefer AB over MWD

Yes, but it's very important to highlight that your PvE setupd is made with a very different set of priorities than a PvP setup.
And I'll also note that microwarp drives aren't all that useful in missions anyway. You can't use them in deadspace at all, and afterburners are usually more than enough because of how cooperative the rats are at keeping range.
