I am trying to decide between the Blackbird and the Moa for level 2 agent missions. I'd be extremely grateful if some of ya'll could drop me some advice! :)

I'm assuming that you mean the Blackbird, the Caldari EW cruiser.
The general consensus from the forums is that the Caracal is a much better mission runner than the Moa. I haven't flown a Blackbird, but given it's specialties and the fact that most NPC 'rats tend to be pretty resistant to ECM, I'd say that the Blackbird is not a good choice for missioning.

Oh I forgot to add that I have L4 Gunnery, L4 Small Turret, L2 Missle Operation, L1 Standard Missle if that makes any difference. Thank you for the help guys, I'm loving this game!

Train your missile support skills to level 2, std missiles to level 4 and use an assault missile caracal. The training time will be around 4 days and you'll be able to handle most level 2 missions without trouble even with a mediocre tank.

Pretty much what everyone else has been saying. Caracal is a good mission runner, Blackhawk is pretty useless against NPCs and a little less useless in PVP Moa is a decent mission runner, but its better for pvp. (imho)

It's funny - A guy ask for ship advice... all gunnery skills and no launcher skills - the advice is to train missiles.
You know what? It's true... get a caracal and fit some missile launchers - it's clearly the best option for PvE (and only cost around half of a Moa)
The moa is also a nice ship for lv2 missions, but just not worth it...

Even before the hp boost and the shield/armor hps mod boost a BB could be fitted with a lot of extenders and tank very well but with no damage bonus or drone bay although you could easily run most lvl 2 missions it would just take more effort.
The Moa is an excellent lvl 2 mission runner though it is more skill intensive and generally not a good ship to jump into straight out of a cormorant unless you were had it in mind. Tracking, Shields, and Gunnary are key for the success of your Moa'ing in missions.
So with that as mentioned and from experience, Caracal is top shelf for lvl 2 mission running, it can even do some level 3's with ease...the Moa would be a close 2nd, followed by the BB if you just want to fly something different.
It's a matter of preference, Guns or Missiles.

Train up your missile skills and get a caracal. Moa needs more skills to be usefull (gunnery & missile) and Blackbird is an EW boat which is only really usefull for PvP.

Thanks a million guys! I've purchased a Caracal and I'll start training up my missle skills.
I've outfitting my boat with the following:
High 3 Malkuth Assult Missle Launcher I's 2 Heavy Missle Launcher I's
Mid Large Clarity Ward Shield Booster 10 MN After-Burner
Low 2 Power Diagnostic Systems I
I'm just guessing here so I'll se how that setup works out. :) Thanks again guys, this game rocks! :)

Fit two or three rat-specific damage hardeners in your meds...look on eve-info.com to find out which rats do which damage types. Key to a good shieldtank is proper resistances to the damage types you will be taking :)

I would train up for a Medium Shield Booster II, it shouldn't take very long at all. A large booster eats up waaay too many fitting points, and eats up too much cap. Throw on a large extender if you have spare powergrid.
