Lately, and it seems to be affected by the recent cold weather that has moved in, less than 15 - 20 degrees and the cruise control on my car will not engage; the lights will come on, but the car's speed will simply drop and the cruise control will disengage after the speed falls below ~10 mph from where the cruise control was set.
Please tell me that there is a very simple and cheap way to fix this.

my experience with cruise control tells me that your cruise is borked via some electrical problem, try checking fuses in the fuse box, and if that isnt the case.....it is quite pricey to have something like that repaired, really anything involving computer systems on a car is expensive to have fixed, and is the car still under warranty? if it still under warranty i would take it to the dealership you got it from and tell them to handle it

Check your speed sensor on the transmission. That is where the cruise control is getting its information from.
Check for vacum leaks, kinked wires, and blown or loose fuses.
It sounds like a vacum bleed problem. If the cruise control engages, but then the car slows down while still in cruise control...look at the vacumm system for a leak.
The cheapest way to find the problem, if you have a parts shop close by that runs the cars codes for free. Take it there, but you might find out more then you want to know.

So if you're just a bit handy, the best and cheapest way to find if you have a vacuum leak is easy! What you'll need is a flashlight (if it's dark) and a source of gas, like a propane handheld torch, nifty cigarette lighter, bottle of propane off the grill, whatever. We'll assume you have a handheld torch. Start your car, open the hood, and slowly take the torch bottle (unlit but fuel running out, just a bit, don't need much) along all the big hard rubber hoses connected to your engine. You'll notice the engine rev up slightly if there are any holes in your hoses. Once you narrow it down to what hose it is, simply remove, take to the parts store, and have them get you a replacement!
