I used to use Raven for lv3s (armor tanked actually), but I would go with the drake - more launchers (you dont need cruise or torps for lv3 anyway).
Mix Heavy launchers + assault launchers (5+2 leaves enough grid for med nos if u fancy that).
Active tank it or passive tho I'd go active myself.
Drake will out dps a raven with heavy launchers anyway and it has a mean tank.

There are only a few missions that have rooms or specific rats that will agro if you launch drones at all. The vast majority are perfectly safe to use drones in IF you know when/how to use them (read: know when launching them is safe).
A Raven is massive overkill for Level 3 missions. A Ferox or (now) a Drake are Level 3 killing machines. I fitted my Drake for tanking against Guristas the other night and tanked Level 4 Gurista Extravaganza with zero problems while someone else killed stuff (and I helped). I only agroed a group at a time but my shields never dropped below 80%. I could probably tank a whole room in it. A properly fitted Drake should have zero problems in any Level 3 and it sounds like the OP should have enough skills to do so.

Look, the Raven has been done to death, but I suppose I'll post the hands-down best PVE raven setup there is, just to humor you. In fact, I'll post two... one for looting while fighting and one for picking up the cans later.
Setup One
6 Arbalest Siege Cruise
2 E500 Heavy Nosferatu
1 T2 XL shield Booster
1 T2 Shield Boost Amplifier
2 Rat-Specific Hardener
1 Invuln Field
1 Heavy Electrochemical Cap Booster
3 T2 PDS
2 T2 BCU
Setup Two
6 Arbalest Cruise
1 E500 Nosferatu
1 Small Tractor Beam
1 T2 XL Shield Booster
1 T2 Shield Boost Amplifier
3 Rat-Specific Hardener
1 Invulnerability Field
3 T2 PDS
2 T2 BCU
Either setup is pretty close to as good as you can get in a raven. When you get rich, replace the shield booster with a Pith. Overkill.

my alt uses this setup and can do every rmr lvl3 mission solo.
6x xt cruise 2x tractor beams.
1x t2 large booster 4x rat specific hardeners 1x cap recharger.
2x bcus 3x pdus.
5x rat specific drones 5x light rat specific drones.
But sometimes i switch thatr recharger for a target painter if need be.
