Here's an idea:
Give players the option to warp to anyone in local as if they were in the players gang.

Afaik, there will be modules for that. Modules you can fit on only a select few ships.

But whats to stop the enemy warping away as soon as you warp in, still more is needed to make PvP viable.
ATM the whole game is based on numbers, if you have more the enemy runs if u have less u run. Theres no actual skill involved, unless u have some balls to stand and put up a fight, because quite simply theres no need to stand and defend anything. As soon as playermade stations are ingame PvP will be worth while, you'll actually be forced to defend your territory / equipment. (I hope anyway)
Get rid of warp signatures (stop u from lockin as u warp in) and get rid of invulnerabilty timers (when they warp in). Of course the lag needs to be fixed first before that happens

There is no realism in your idea. I don't like it. But it would be great to be able to warp to someone/something that you got in your scanner, realistic and great

special sector scanner mod introduced . that would introduce the role play aspect . dunno if i like the idea though . but hey i like bears 8) cuddly the better .

My suggestion would be:
-One easy to takeover station in every system, or one per constallation, a bit control.
-One HQ, hard to takeover, only for corps with 20+ or 50+ members, full station control.
-Less financial pain for destructed ship, very cheap 90% insurence.
-Less penalty for first MWD, more for second one.
= more PvP

Unless CCP introduce FP-flying, in other words, wing commander style flying, it will always be about the numbers. I'd love for this game to have subsystems to target, take out shields, turrets, engines and -then- ask for Isk...but that won't happen anytime soon.

You can still have the magnetic field realigning thing and the invulnerability timer to help with lag issues but they need to be handled differently.
While the magnetic field is stabilizing and the invulnerability is in effect you don't see whatÆs in the area and tings in the area don't see you. When the game loads and stabilizes you pop in and everyone starts from scratch. Boom... you see them they see you game on.
I'd add two features. You select a warp point and select scan. You get a result that says scanners report at least one ship in the area or scanners report the area is clear of ship signatures. If you warp there just before you appear ships in the area get a warning saying.. Sensors indicate a ship about to immerge from warp.
Everyone gets fair warning if they take the time to check and no one gets any advatnages.
