Im just curious about wether or not there is a database of lvl 1 locater agents that any one could use in the reigons. And what is their sphere of influence range?

Try Eve Explorer. Search for agents, with "level" "= 1", "offering function" "locate".
From there you could add an extra logical operation such as "in a region name containing" "The Forge" etc.

Sphere of influence? Any locater agent can find anybody anywhere in eve, with varying times and costs. For instance, locating someone in the same system only takes a few seconds, and costs very little, locating someone in a diffrent region takes a lot longer, and costs more. Diffrent agents have diffrent times for finding people, and diffrent costs.

I tried finding one of my friends in the forge and I was in perimiter and he was in Uemon and the agent said he was out of her sphere of influence

Each agent has their "Sphere of Influence" listed. Off the top of my head, level 1 agents can only work within their own constellation. Level 2 agents can work within their own region, Level 3's can work everywhere, but are slower than the level 4 agents.

argh I don't want to grind missions for galaxy wide location lol
