I've been playing Eve for a few weeks, so forgive me if this is obvious or tedious. Regarding the PVP/PVE hi-sec debate: In high sec systems the penalty with the in-game authorities (like CONCORD) should be in proportion to the relative skill points of the participants.
If, for example, a player with significantly more skill points attacks a player who is relatively unskilled they should receive a significantly harsher response from law enforcers (if they catch up with them ). I realise being in hi-sec space the response from law enforcers is already harsher than lower sec rated space, but this would mean that experienced players (with more skill points) don't have any excuses for being ganked, and newbies have a deterrent.
Players who attack a player with similar skill points should received the response that is normal for the sec rating of the system. In summary, the response from law enforcement is weighted by the relative skills of PvP participants and capped by the security rating of the system the battle takes place in.

Game time does not match game skill. As someone with 5mil in pvp area while another with 6mil but in industrial and marketing, it's too varried for that for one. For another point, concord are like the cops, so from that all violence is a offence, save the groups being at war. Would the police let two people, in a middle of a place where they are being paid to keep the peace, fight and risk losing their employers' payment for them not doing their jobs.

Now explanation, you can have even 30mil sp in combat, and still sux in fitting ships and total pvp (/me waves to one person) and u can have around couple mils and own ppl.
Also hi-sec = ur safe (well ok u can get jihaded :P).

I didn't explain myself well, I had a late night Eve session and it was 5:00 in the morning .
My point wasn't that more SP = better combat abilities.
Someone with more skill points should be better at dealing with the consequences of PvP. Someone with a large number of skill points should have the money and in game experience to deal with losing a ship or being podded. While characters with low SP are far more likely to find the consequences of losing a ship difficult. Regardless of their combat ability. An uber miner with high SP should find the consequences of losing a ship less difficult.
So the penalty for attacking a less experienced player in >=.5 should be harsher because the consequences of a less experienced player losing a ship are worse than the consequences of an experienced player losing a ship.
In a contrived example, a player attacks a player at a .5 asteroid field. The attacker has 180000 SP and the victim has 90000 SP. The attackers SP is divided by the victim's SP a/v = 180000/90000 = 2x penalty. While if an attacker had the same SP it would be a 1x penalty. If the victim has SP above the attacker then the standard law enforcement penalty applies.
All it would mean is that in high sec space idiot griefers would have to check the number of days in game of a player, and try to guess how much SP they have based upon their ship. Or face the harsher consequences.

Hi-sec doesn't equal you're safe, post Revelations plenty of people have complained about being ganked in >.4 sec.
