I am going to have to spend some time in Minmatar space and as I am a mission runner with lousy Minmatar standings I think this is going to be a problem. Having run a lot of missions for the Amarr and having decent Amarr standings my Minmatar faction standing is about -3.5.
Will I have any issues entering Minmatar space safely with a standing of -3.5?
Will any Minmatar gent, even the lousy level 1s give me missions if my faction standing is -3.5 ?
Will 2-3 levels of diplomacy help much ?
Sorry for the newbish questions but I have never had to cope with negative standing before.

Get Diplomacy trained up and you should be able to reduce your negative standing. All you need to do is get it up to -2 or higher and you can do L1 agents. Then all you need is decent corp standing to get up to the higher level agents..
As long as your faction with Min remains negative, your Diplomacy bonus will apply to all things Minnie.
Another option is to run for Gallente agents and get some storylines. Finish the storyline and you'll get a little Min adjustment as well since Gallente and Minmatar are buds.

Run important missions for Sisters of EVE and/or Gallente corps.
Or fail important missions for factions opposing the Republic. --*=*=*--

Training Diplomacy will get your -3.5 to a point where you'll be able to do a level 1 agent. If you take it high enough you may even get a level 2 qual -20, but I'm not sure, as I don't recall the maths behind it exactly.
