It was mentioned once by the devs that they wanted to give the stealth bomber maybe a niche role as an anti-blob ship. Now arguably this tends to be the Titan these days with it's doomsday weapon, in that it can pretty much annihilate a blob, and nothing should really be singularly more powerful (at least, not for any ship smaller).
One thought I've had regarding this "tactical nuke" idea is that it doesn't necessarily have to destroy ships to be effective. In a blob, what you really want to do is sow confusion and force it to move or break up.
Hence, rather then a very powerful weapon for stealth bombers, I propose a rather weaker weapon - the SmartBomb probe. They would be launched say 2 or 3 at a time by a stealth bomber, relatively rapidly, and would be a fire-and-forget weapon. They would be a mass-triggered weapon, in that they would head towards the largest cluster of ships within there scanning range, and then trigger as a small smartbomb. While this isn't immediately threatening to anything larger then a frigate, a cluster of these would do enough superficial damage that an incoming fleet of ships would have a considerable advantage unless the blob broke up or moved.
Since the probes are mass-tracking though (down to some resolution) they would continue to follow groups of ships around until they ran out of fuel and died or had no blobs within their range, allowing a stealth bomber pilot to significantly disarray and break up a large group of ships.

Nice idea but a huge impact on the gameplay. You have to blob if you want to take POSes down. So with a small fleet of some bombers you are actually destroying the support fleets. This is not a balanced idea, imho. Especially since the bombers are relatively cheap.
If you want to further discuss the role of stealth bombers i suggest looking here.
Role of Stealth bombers
We really should stay in one topic for the bomber theme.

how about a ship packed with explosives with the bonus to cloak devices like stealth bombers have and the ability to selfdestruct (pilot gets podded in the process) for some huge kaboom - would be a great tactical nuke :D

Was thinking that too. And maybe with a set-off delay of 60seconds without warping in between. You'd need a squad of tactical nukes to take out a blob before they kill your gang first.

What about instead of giving the bomber some kind of boom device, something like the hability to launch instead of an interdiction sphere a webbing sphere. No blobs want to be caught in a nice webb prior to a big fight. Forcing them to maybe scater around it. Also in case of a POS take down, it wouldn't matter so much as those fights can be pretty static in any ways... Dunno, just an instant thought.

Actually a sniper fleet would probably benefit from a webber bubble, since it would let them stay at max speed and alignment and be at optimal range longer.
I'm all about letting stealth bombers fire area-of-effect EW charges, though. It would be a cool wrinkle in combat.
My favorite has always been the gravity bomb, something that'll "bounce" ships in its AoE as though they were in a POS shield and suddenly had their access revoked. Good for breaking up camps, I'd think. -------------- Civis Ascendant Sum |

Even more unbalanced. This will further the suicide tendency of alts. ----- The most simple way to make Stealth Bombers useful again... |
