If someone declares on you can you fire first ? Do you have to make it mutual to do that ?
I have seen several different responses to this and have no idea where to look for definitive answers...
Will your enemy always 'flash red' to you when they have war dec'd you ?

War declarations basically turn all space into 0.0 between you and the enemy: you can fire on them and pod them all you want, and they can do the same to you, without CONCORD intervening or lowering your security status.
Making a war mutual makes it so they no longer need to pay the weekly war fee (which is a pittance anyway) but can't back out of the war suddenly.

However ... we were war dec'd yesterday (using alt to avoid enemy reading this by the way)and today enemy is not 'flashing red' to us.
We have lost 2 ships to Concord as we hit his secured cans and Concord intervened ...
Is this a bug ?

Also, be careful with things like smartbombs. Use them too close to a gate or sentry gun and you'll go poof!

War dec starts with an announcement message that the war will start in 24 hours. Did you attack before this 24 hour window?

A full 24 hours had passed.
In fact we are 2 days in now and our enemy still appears 'yellow' to us not 'flashing red' until he attacks us as individuals - and then only to the person he attacks not the rest of the corps. This is damn frustrating.

Yes.
I have just made it mutual to see if it gets round the problem - but I don't think that's the way it should have to work.

check overview settings - perhaps they changed something
set corp standing towards the other corp to -10, at least they will have a red "-" then, which you can also see in local
