WarHound, the imperial apocalypse? It's just a normal apocalypse right? Or I might ask, if it's the one with the different textures (Tech 2) how did you get it? I thought that the prices were the gold and silver magnetaes.

The prizes will never be available to the general public, thats what makes em so special. The frigates are more like trophies than anything else, think of a rolls royce limited edition or so.
Thee prizes say >TECH 1< in their infosheet.
Think of normal apocs, imperial apocs and tech level 2 amarr battleships as a pentium, pentium pro and a pentium 2 repectively.
The imperial issues are simply the battleships that were previously only reserved for the empire itself. Why would you think every ship the empire posseses should be able to be bought by every random joe with a few bucks?

He has not actually agreed to sell it, but is finding out what offers there are available, if he chooses to sell it.
If the Empire did not wish him to sell it then they should have encoded his DNA into the ship systems to ensure he could not pass it along.
If they have not and it is important that he keeps it for future events then maybe somone needs to get their act together when thinking these things through.

The Gold Magnate is still and will remain unique tho. I don't remember anyone saying that the silver ones will be unique, but i still think they are and will remain so. Small chance that the silver ones will be available in the next patch :)
