I haven't seen anything in the patch notes that would change that, so go on ahead and try.
It was discussed at some point "as an interesting, yet unintended result".
Just remember, once you cyno them out of there, they can never return...

I rmember Oveur saying that those already chancored are staying, and but cannot anchor new ones.
So the answer is yes, if you already could. No if your just trying to start now.

as far as i know, you need a Capital Ship Assembly Array to build Capital ships... and you need to have Sovereignty to anchor them... and you cannot get Sovereignty in empire (only in no-npc 0.0)

The capital ship assembly array is a must if you are building a mothership/titan. Dreads and carriers however, can be made in the Large Ship Assembly Array.
It does raise a question with me tho, in game Motherships are tier 2 Carriers, so is the terminology consistent in that Motherships can be made in a Large Ship Assembly Array?
Just one more thing on building capital ships at a POS. Unfortunately because freighters cannot drop off supplies at a POS, you will need to haul the components (10,000m3 each) in an indy. Assuming you don't have an Impel, thats only 2 components per trip. I worked it out for a Thanatos, and it came to 79 trips total. I guess one has to decide if that is worth the 25% reduction in build time. If you can get 30,000m3 on an Impel, then it would be 53 trips.

Took me about 4 hours hauling with 3 accounts (2+1+1 modules/trip) when I built my carrier. Lots of hauling.

I had a Moros and Thantos pop out of a 0.5 POS after the patch was deployed.
However, Large Ship Arrays are used for Battleships too no?
And on similar topic, what good are Advanced Large Ship Arrays?

Couldn't you just haul the components in a carrier to the POS? Once you've built the first one that is. |

expanded dreads hold a reasonable amount
carriers saving grace is their ability to hold 2 haulers for a reasonable amount
I can't remember the combo's offhand tho
