So Sansha offer LVL 4 missions against caldari , minmantar , amarr even agains the concord , but not against the gallente.
Do you think that gallente support sansha nation in some way?

That just shows that they have neutral standing to each other - doesn't necessarily mean that there's some bigger Sansha conspiracy to avoid attacking the Gallente Federation...

Incursions spawn in Gallente space (albeit less often than in other space) so I'd say that means Sansha doesn't have any special feelings towards the Gallente  |

Question is how "successful" are those incursions.
Gallente forces don't care to make counter offensive actions in sansha space like other races.

Well, I don't track Sansha Incursions and I may be wrong but I believe they occur in Gallente space as well.
According to lore, Sansha Kuvakei is depicted as having delusions of grandeur and megalomania which would explain the incursions into all Factions space.
After viewing the In-Game Inter-Faction Relationships graph, my statement was meant to answer your question about Gallente supporting Sansha.
