Clones are only availible to the elite - such as pod pilots. You don't have to have pilot parents to be a pod pilot.

I can not only answer this question, but sum it up for each races' explanation for ten thousand orphans. (A crime that I must confess I too am guilty of.)
Amarr: Impurity. Pod pilots are damned. We are, however, taking the rest of you screaming into hell. And will thus earn a Get Out of Hell Free card.
Caldari: Your parents are dead because their pension plan only lasted for so long.
Gallente: Your parents are dead because laws outlawing cloning existed briefly due to some nutjobs getting everyone riled up about evil clones or some such nonsense, which led to the leading party introducing legislation against them, which led to some rather nasty political bickering over Galnet and via holoreel, which ended with a new party in power and the reversal of the legislation after a grass-roots campaign was started by a drug-taking college student on some backwater world. Alternatively, they got hit by a bus, and the beauracracy has lost the forms necessary to activate their clones.
