Why not a sticky and locked on the Concord list?
Can enter systems with lower securtiy status than 0.5 but not equal to if your standing is -5.0
Can enter systems with lower securtiy status than 0.6 but not equal to if your standing is -4.5
Can enter systems with lower securtiy status than 0.7 but not equal to if your standing is -4.0
Can enter systems with lower securtiy status than 0.8 but not equal to if your standing is -3.5
Can enter systems with lower securtiy status than 0.9 but not equal to if your standing is -3.0
Can enter systems with lower securtiy status than 1.0 but not equal to if your standing is -2.5
Can enter systems 1.0 with standing of higher than but not equal to -2.0

And Concord does not attack escape pods, so if in a pod, there are no restrictions, from Concord.

Security level-->Secuity status 1.0------------->-1.9 0.9------------->-2.4 0.8------------->-2.9 0.7------------->-3.4 0.6------------->-3.9 0.5------------->-4.4 0.4------------->HAVE FUN
With these ratings you will not get shot, the Sentry guns in a 0.5 will not fire if you are -4.9, but if there is navy in the area, they will get you, they may not always be there but if they are you are screwd. I leant that the hard way, with a load mods, skills and minerlas in my bestower Picked them up using an alt, later to be podded by an ally, but that is a different story

That is only if the navy are not there, as said in the post above, if they are you = Trouble

This is kinda funny. This is the offical list, delivered directly by an admin in the help channel.
It's not incorrect, it's just slightly ambigious. Less than means 'less than' and not 'less than and'
I'd also be wary about the security status if it was 0.1 from the limit, since CCP might display a trunkated value of a float but Concord uses the 'real' float value.

They used to pod(kill) people in the past. But the carebear pest whined too much.

The Navies are easy to avoid, but you have to be (a) not-afk and (b) not on drugs or alcohol when you jump-in.
If (a) and (b) are true, then just warp to a moon or planet. Do yourself a favour: (1) keep scanner open and (2) warp to a second planet if they really hate you.
Caldari Navy chases me pretty consistently (only Caldari tho, I'm not a pirate, only a privateer :)
This is true even when the Navy is "c*mp*ng" the Jump In Point, which they do all the time. Again, if you are not on drugs, you should be fine. Biggest exception, which never happened to me, is if you CTD. I don't think this is problem, except for people who make mistakes and need excuses.
The "c*mp*ing" feature of the NPC Navies is kinda fun. I call it ambushing, actually, and is cool when players do it. Morons call it camping. What is is not cool is the *game bug* that means you load in other players' clients before your own, especially when there are several objects to place in space. That's nothing to do with smart ambushing by clever players, though. That's a game bug.
Anyway, be alert when travelling through Empire space with low sec and/or low faction standings and you should be fine.
The numbers above also hold for low faction standing, it seems.

It was like a month ago, though.
Weird things always happen to my pod. Twice I've been podded (in that a corpse showed up in space) but still had my pod to fly around AND my bounty. One time I docked at a station, got a newb ship, and scooped my own corpse.
Also most of the times I've been podded I've retained my bounty.
Strange things happen in Eve.

EEr...No, when i jump in to a 0.5 and there are navy they spawn immedietly, if i warp to a moon they are right behind me, continuosley chasing me all the time, with out a couple of mwds and or BMs, Id be pretty screwed going through a 0.5. However I used to have just a low faction with Caldari, and then they used to be alot slower, just lock you maybe shot the od shot, but if you are a criminal, which is what this post is about, they will hunt you

i was bouncing around 0.5 on -7.9
its quite fun trying to find a instajump out then getting tore a new one by sentrys and concord and navy. still to every empire galaxy there always seems to be a insa out :p.
btw make sure u have hardners if you can only get within 20km of a gate. and also dont ever use safest route autopilot on a alt ,,, grrr as it defaults to that on your main thats why i went into the wrong sys. "Teh lord of Nonni"

I woulden't go though 0.5 with a ship. Even if it's possible to do, at ease, I don't know what CCP would deem that as, gameplay or abuse of faulty game mechanics.
There are a few 0.5 systems that don't chase -5.0 guys at all.
