I want to create an alt character JUST for having good buying/selling/trading skills. This character would get items transferred to him for contracts, and be used to sell/buy expensive bulk things with minimal tax/fees.
Can this be done with the new character creation system? Can someone direct me to how such a character might be created?

Bussiness -> Entrepreneur I'd recommend Amarr/Ni-Kunni for the attributes you start with (Charisma and Willpower most needed, a bit of Memory too). Then buy Contracting, Corporate Contracting, Accounting and maybe even Connections and train them all up to at least L4. _ My skills | Mod/Rig stacknerfing explained |

for extra cheap trading: run a bunch of missions for the corp owning the station that you want to set your orders.
Better standing = less tax.
The previous reply mentioned the connections skill, that will help with this a lot as well.

Minmatar traders start with the best skills: Trade V, Retail IV and Daytrading V. The other races have useless skills at V instead of Daytrading. Social V? Diplomacy V? Please.

Social V is sick for getting standing up quickly with the corp offices you plan to base out of. As was mentioned earlier that standing affects npc markup on buy and sell orders.
Also Daytrading V really isn't as useful as it sounds. Daytrading goes solar system (not so useful), 5 jumps (a lot better then solar system), 10 jumps (way better then five), 20 jumps (covers 90% of most regions), to region (ehh... not worth the skill points.)
At least that's my opinion anyway.
