Hey Guys.
An update on my situation. CCP did indeed look into this issue again and have refunded my ISK, and resolved the issue beyond my expectations.
Thanks for rallying around the cause guys, To quote a corp mate

edit: and ppl say posting on the forums about these kind of problems is useless

I think the GMs need to 'read' the petitions.
I have sent in several and received form letter responses.
Then, I add a message telling them to READ the petition, and then they actually do something.
I have had 1 or 2 GMs actually read what I typed up and acted on the issue and got it resolved with minimal effort - the rest send form letter responses.
Thing is, when they jump to conclusions as fast as they do, they waste our time and theirs - and they could be helping more people, faster.
So, GMs ........ think about this one.
I know you guys are busy but a little more thought first?

Glad it worked out, but it doesn't solve CCP's issues.
I got threatened with a Temp Ban when trying to get a ship reimbursed. The entire fleet I was with got stuck on a gate, and I had to log before my petition was answered. When I logged back in, naturally, I was at my cloning station. They refused to reimburse, even though they had 40-some-odd "stuck" petitions from the folks in our fleet being moved by GM's.
The sad thing is, there are some who think they do this on purpose to discourage people from filing reimbursement petitions. And, in my case, it has worked -- because I don't think CCP will ever reimburse a ship for me no matter what the circumstances, and am not sure I'll bother with it the next time I lose a ship through no fault of my own.

They do usually come through in the end, its always worth hanging in there, especially in situations such as this.
