What all do I need to pirate, and what all should I know? Give me the low-down here peeps. Thanks.

Nothing we say here will prepare you, what you need is some isk or a corp that will provide you with frigates / cruisers, because you are going to lose some.
First of all join a decent pirate corp, Sniggwaffe is an example, all these waffe corporations are for newer eve players and they go around with more experienced players leading their ops.
Second, train Propulsion Jamming, and train your race's cruiser/frigate skills a bit up, and I recommend training High Speed Maneuvering for the microwarpdrive module.
Thirdly, don't pod kill (yet) unless you have a corporation supplying you with ships, the sec hit is great and you won't be able to go to high-sec if you kill players' capsules often.

A'ight. Thanks. This is a little off topic, but what if I want to bounty hunt how would I do that? If you noticed, I'm interested in PvP.

Bounty hunt as in player bounties? Bad idea even for an experienced player, and far from profitable.

But seriously, all you need to pirate is a combat ship you're willing to lose, a way to keep your quarry from running away (propulsion jamming), the ability to learn from your inevitable mistakes, and a ship you're willing to lose (I know I said it twice. I meant to). _

Oh, and another question. What weapons are best for pirating? Just what my race is best suited for, or just whatever I'm best at?

You use a combination of what skills you have and what ship you're flying. Always use the bonuses of your ship to your advantage. If you're wanting to fly a ship with a hybrid turret bonus, then obviously train your hybrid turrets up to a decent level (along withe supporting gunnery skills). Don't mix and match things on ships just because you have the skill for it.
The most important thing is that you shouldn't move up in ship classes unless you can fit it properly. Just because you have the skills to fly a battleship doesn't mean you should. I find it important to be able to fully T2 fit a ship before I fly it (well maybe not totally, but most of it). It takes a long time, but it gives you the ability to fight anyone 1v1 and only lose to experience rather than your ship being inferior (or blobs). As another poster mentioned, it's vital that you fly with those with good experience. They will teach you how to fit your ship and how to fight. Good tactics and training can overcome much.
Another important thing is if you can't afford to lose it, don't fly it. Chances are great that you're going to lose whatever you're flying eventually (Recent Titan kill comes to mind).

Waiting until you can t2 a ship before flying is a mistake in my opinion. You're better off learning to fly and fight and lose and finally win in a ship that's cheap with fittings that you can replace easily before pimping the ship out with t2 gear. There is a big difference in the tactics and feel of different ship and ship classes and if you go for your maiden Cruiser flight with a t2'd Cruiser and then try to use Frigate tactics you will die horribly and someone will scoop your loot.

Bounty hunting in this game is profitable only if you mean mercenary work by it. Like someone contracts you and says pod so-and-so seven times and i'll pay you this juicy "bounty for his head. Not enough people fly around with real bounties high enough to make anything out of it. There is good demand for mercenaries, however, judging from their thread.
