This small Serpentis faction frigate is designed to allow the cartel to move its wares into the secure regions of the Empire; the drug cartel's biggest profits come from selling into highsec space, after all.
Based around the Imicus with its generous cargo bay, the smuggler masqeurades as a small trader, using secret compartments, fake bulkheads, and sophisticated materials to baffle the scanning systems of customs ships.
-10% chance of customs detecting contraband per level of Gallente Frigate,
5% bonus to drone range per skill level.
Otherwise identical to the the Imicus (http://www.eve-online.com/itemdatabase/ships/frigates/gallente/607.asp) upon which it is based.
Comments: I'm not sure what the right level of smuggling bonus is here. 5% would only take you to a 35% chance of success (65% chance of detection), which seems low. On the other hand, with a 10% bonus you can get 60% success rates, which might make smuggling too easy, especially with a Snake set, or if the smuggling skills are ever seeded and activated.

While I definitely second that it's unfair Imicus gets no variations whatsoever, and I like the idea of a smuggler ship a lot, I don't think these two concepts go well together.

The Navitas would be a good alternative - the mining bonuses can be replaced by smuggling bonuses, and it can keep the cargo bonus; it's at least as innocuous.
