Ah, as you have not posted anything helpful ie: Mission type, lvl, npc, your skills and even a basic fitting I will have to assume.

Pretty open ended question.
L4 Active:
7 Heavy Missile Launchers Large Shield Booster II 4 Hardeners Shield Boost Amp II 3 PDS II 1 Ballistic Control II
L4 Passive:
7 Heavy Missile launchers 2 Hardeners (Probably Invunerability fields) 1 Shield Recharger II 3 Large Shield Extender II 4 Shield Power Relays
Both work, and you can always tweak them a little bit depending on what you like.
Some people run 2 PDS II / 2 Shield Power Relays on their passive tank, it's kind of a tossup if you do the math.

Let's tweak it a little. 
Highs: Add a tractor beam.
Meds: 3 LSE2 - yes. Shield recharger - no. 2 invuls - no. no. no. no.
Always use 3 harderners, it's more effecient than a shield recharger. And I would *only* use an invul for angel mission, and even there only one (in addition to an exp and kin harderner). Everywhere else you will be a LOT better with 2 harderners for the primery damage and 1 for the secondary damage. For example, I did the gurista pirate slaughter 2 times so far. The first time with an invul, 1 kin and 1 therm and the 2nd time with 2 kin and 1 therm harderner. The setup change transformed the mission from "uhh, I hope I can kill enough before they break my tank" to "*alt-tab* Oh, target is dead. Let's activate the launchers on the next one. *alt-tab*"
Lows: As soon as the shield recharge rigs (or the components for them - right now you can prolly build them without any production effeciency skills for less isk than buying them finished. Rig BPOs cost only 100k...) drop to for you acceptable lvls get 3 shield recharge rigs and use 1-2 SPRs and 2-3 BCU2.

Hi: 7x Heavy Launcher, 1x whatever or nothing Mid: 3x LSE2, 2x active primary damage, 1x active secondary damage Low: 2xSPR, and any combination of SPR/PDU/BCU for the other two slots
I tanked L4 Gurista Extravaganza a group at a time, shields never dropped below 75%. Of course, use tech2 where you can. The only tech2 parts I listed are the LSE and that's because those help your regen a lot and I'd say they are almost required, with tech2 shield hardeners next, then PDU/BCU if you can.
Don't mount a tractor beam. If you really want to save time looting, buy an Exquror, Maller, or a destroyer and fit it out with tractor beams and salvagers and take it in after the mission is over to do all the looting.

I am not using the tractor beam for general looting, but for important mission drops.
There are quite a few missions where you have to get stuff from an npc (for example 10 holoreels). You can of cource get them later with your looting ship, but then you would have to travel through all the gates instead simply warping to the bookmark you made of each pocket. Getting the drop with your drake in the last pocket before warping out is simply faster there.

Good point. And turning it in lets you use MWD to pick up wrecks if you want and you can warp to your bookmarks directly instead of waiting. Usually what I do is loot that anyway, just without the tractor. Yeah, it may take a minute or two longer to travel that far over using the tractor beam (you have to be within 20k anyway, so the time to travel 20k is the only difference) and there are more useful things to put in that extra slot most of the time (a NOS or drone range fitting, for example).

Er.. what?
A nos in a passive tank setup has a rather limited use. With 2 SPRs and lvl 4 in the energy skills I can keep up 3 t2 single or 2 t2 single and 1 t2 invul indefinately. And the drake does after 7 HML and 3 LSE2 not really have the grid to fit anything but a small nos there anyways unless you use PDUs or reactor controls. But loosing a BCU2 for this is most definately not worth it.
And a drone range mod..if anything I would like a mod which gives my drone a smaller range considering the aggro issues they cause when they get too far from me.
A tractor beam is simply the only useful item you can fit in there. Perhaps alternatively a small remote rep, but thats about it.
