here's something that happened last night.
there's a post-tutorial misson chain for the minmatar that involves an NPC that's very often camped and hard to get your hands on. it's in .8 space or something. I waited for 15 minutes and finally it spawned and I got the kill. Someone else apparently got to the wreck first and stole my quest item though. I didn't even realize it because they didn't turn red in my overview (that's a bug, right?).
Anyway, provided they turned red like they're supposed to and I realized I had attack rights, I would have been able to attack and theoretically kill them without concord intervening? but taken a security hit to do so?
pretty simple question, but all the rules about high, low, and 0.0 sec, kill rights and flags just swim around in my head and it's hard to piece them together =p

No sec hit for popping someone who stole from your can/wreck, you cannot kill the pod tho, CONCORD doesnt like that. -=^=-

Refresh your overview by minimizing it and restoring it.

No sec hit. The overview is indeed bugged. Closing and opening it back up helps with this problem. The target will turn red on your screen however, so orient by that and not by the overview.

heres a question. if someone declares war on you what happens if you surrender? does your corp lose anything or can they not accept your surrender?
