I was doing level 2s in my harbringer using beams as it allowed me to just jump it and pretty much pwn everything without even moving but that definitly changed now that I just finished my first level 3 and barely made it through. I'm trying to do amarr missions but I noticed it's not like the rats and you seem to get attacked by a veriaty of weapon types (beams, pulse, missles).
this is my current setup which isn't working so well
highs: 7x Heavy Anode Particle Stream I
mids: 10MN Afterburner II Prototype I Sensor Booster F-b10 Nominal Capacitor Regenerator F-b10 Nominal Capacitor Regenerator
lows: Armor Explosive Hardener I Armor Thermic Hardener I Medium Automated I Carapace Restoration Fourier Transform I Tracking Program Extruded Heat Sink I Local Power Plant Manager: Reaction Control I

I did some switching around and I can tank fine now but I'm still having issues with DPS so I might have to switch to pulse weapons.

A Harbinger is very good uselfull for lvl 3 missions.
I use The following setup
Hi: 7 focused medium beam II lasers + 1 medium nosferatu Med:4 eutectic capacitator charge arrays Lo: 1 medium armor repairer II + 1 medium a-polarized Armor regenerator. 2 energized adaptive nano membrane II 2 heatsink II and 5 hammerheads as drones

I'm running lvl3's with Harbinger for some time now. It's ok (I'm very much a noob in BC and med turrets related skills) but it takes heck a lot of time. Yesterday did Pirate Invasion for two hours! Including salvage time ofcourse.
Can't post my exact setup yet- @ work ;) -hislots have mixed pulses and beams with mixed lenses for varied range plus medium NOS -meds are AB II, webber and 2 cap recharger I's (II's are too expencive :D) -low has 800mm tungsten (yea, I'm that stupid who uses armor) and enemy-specific N-type resistance plates plus heat sink II and med repper II drones are 4 enemy-specific med drones
problem with this setup for me is I run out of cap fairly quickly, so maybe I should consider going to passive tank

The only missions that have proven to be annoying have beeen the ones involving Guristas, I dont like getting jammed.
6x Modal Heavy Beams ( X-Ray and Microwave ) 2x Tractor beams Y-S8 Hydrocarbon AB 2x Barton Cap recharger Medium Cap battery MAR II 1x Microcell Nanite Adaptive Membrane 3x N-Type Active Hardeners ( Mission dependent ) 1x PDU 5x Medium drones ( Mission dependent )
Beams over pulses to hit kiting rats at range, tractor beams because I don't want to have to leave behind any precious loots and cap mods because it while doesn't have the resists and hitpoints of the Prophecy you can run the MAR II while having all 6 beams blazing for a heck of a lot longer without worrying about cap. I dont bother with a plate because I like to have some manouverability and acceleration.
( While I could have 7 Beams on this thing I don't for pure aesthetic reasons - the lower 7th turret is offset to the left and I like to keep things symmetrical )

If cap is an issue I totally recommend putting medium cap battery in your mids - You'll have more cap overall and you'll be regenerating your cap faster. You don't really need the web, for any rat frigates you cant hit at close range with your beams use your drones. Also dont mix pulses and beams - I totally recommend sticking to a good set of named beams,sure the tracking isn't as good but you will still reliably hit slower frigates with your short range high damage crystals. Beams also allow you to engage sooner with your longer range ammo, and nothing sucks more than trying to chase down cruisers that kite outside of your range with pulses and long range ammo. I dont bother with the medium Nos because ideally I'm killing stuff before they get into Nos range. Dropping the plate might be a good idea, The extra HP buffer is nice to be sure, but you're better off raising your resists, gaining back the grid it would use to allow you to fit 7 beams, and being able to turn and accelerate faster if things do get hairy.

different turrets and crystals for different ranges???? i hope you know that you can change the crystals in space to adjust the range, everything else is a waste of firepower ...

My setup, which has gotten me through many a tight spot, is as follows.
7x focused medium beams 1x med nos
1x AB II 1x web 2x cap recharger (fixed parallel or better, this is important)
2x MAR II 1x CPR (best named you can get) 2x active hardeners 1x EANM
Now, with BC IV, cap skills at IV, and controlled bursts at III, using gamma crystals in the guns, all modules may be run forever.
And a note to an above poster. The cap battery idea is a good one. I tried it too with the best-named large battery. However, after running the numbers, a fixed parallel cap recharger or better-named offers a greater benefit, for much lower fitting.

best setup so far and is pretty much what I'm running right now minus the nos.
only problem I had with this setup is the mission "the blockade" the bc's use beams and lots of them which pretty much gets you into a beam vs beam ****ing contest. the rats can engage at about 48km's or so and even using radio m gives you a max hitting range of about 74km so it's not to long before they start over running you to the point where you can't even see your own ship because you're getting hit by so many beams.

I'm currently running
Highs 6x heavy beams (named) (Multifreq, X-ray, Microwave)
Meds 1xNamed AB 1x Webber (best named) 2x Cap rechargers (1 nominal, and one other named one)
Lows 1x MAR II 1x EANM 2x Mission specific Hardeners 1x Heatsink (best named) 1x CPR
5x medium drones
I can do every level 3 mission in the game, with just moderate skills, and quite fast. I'm guessing that once I improve my skills even further I'll be able to switch out the CPR for a PDS and add another laser in the high slots.

Worked really well for me.
