I came across this diplomacy skill which says it will raise your standing with 0.4 per lvl towards hostile agents. My question is this:
Can you train this skill in 'advance'? In other words if I have an agent or faction or whatever which is neutral with me like 0.00 and I have this skill at lvl 1, does this mean that if my standing would normally go to -0.02 (because of killing or something) this won't happen because I have this skil trained?
If not, this skill is not that usefull imo, at least not the first 2 years of playing EvE ^_^
Hopefully waiting for an answer,
MK

Yes, you can.
Your standing will be +0.38 (-0.02 plus 0.4 from Diplomacy skill). I believe they even display it like that.

but in that case the skill should have read +0.4 standing with agents..... or does it only apply to agents etc. who have a negative standing towards you? iow, if you have 1.0.. it wont become 1.4...?

Well what I meant for the 0.00 standing was, if I train diplomacy while I have 0.00 standing, am I not wasting the skill then?... If I have 0.00 and I lvl it to V.. so I get 2.0 bonus to negative standings. And I do something which would normally result in having -0.1 for example will this skill prevent that from happening then?
As I said earlier... can I train it in advance...?

It's a bonus applied whenever you have negative standings, regardless of when it became negative.
Let's just pretend for a moment that Eve was logical (and obeyed the laws of physics!). Would you need special diplomacy training only AFTER making somebody upset, or would having had diplomacy training before making them mad help anyway? Let's just ignore the fact that diplomats rarely destroy people's ships.

Yes, it will work in advance.
Scenario: you have good standing with an agent, he likes you, your standing is 1.0. Then you go train Connections to 4 and Diplomacy to 3. Because the agent likes you (at 1.0 unmodified), the Connection skill applies and so your effective standing is 1.0 + 1.6 = 2.6.
Then you start ****ing off the agent by failing missions. Your standing slowly decreases, linearly, until you hit 1.60. AT this point, your unmodified standing is 0.0, neutral, with that agent. One more failed mission will put you in the negative. Let's say, you fail a mission and lose 0.1 standing.
Your agent doesn't like you anymore, so the agent gets moved from the "Liked by" list to "Disliked by" list. Your standing drops from 1.6 (connections 1.6 + unmodified 0.0) to 1.19 (diplomacy 1.2 + unmodified -0.1). The Connections skill stops affecting your agent, and the diplomacy skill starts affecting it.
The social skill effects are calculated in real time, at all moments. The system keeps track of your unmodified (-0.1) standing, and then applies the appropriate skills whenever you open your character sheet, or talk to an agent about missions or whatever.
So, yes, your Diplomacy skill can be trained ahead of time and will affect ALL possible agents that you will **** off in the future.

I'd like to point out that Diplomacy, Connections and Criminal Connections add 4% of the difference between your current standing and 10, not a flat 0.4.
Otherwise standings above 10 would be possible when you start getting above 8 unmodified standing.
As the others have said, Diplomacy applies when your unmodified standing is negative and Connections applies when your unmodifed standing is positive. There's still a bit of a debate about when Connections applies and when Criminal Connections does.

Another important note. Deplomacy is applied to all corps of any faction that you have negitive standing with.
For example. I have base negitive standings with the Caldari faction. Deplomacy will improve that so that I have positive standings. (I haven't made them mad enough but it is possible to have negitive standings even after Deplomacy.)
I have a positive standing with the corp Modern Finance. Because I have a negitive base standing with the Caldari faction, it is my Deplomacy skill, not my Connections skill that boosts my standing further with Modern Finance.
