I have been reading the threads on ship fittingsnamely getting ready for a Ferox, and want to get a clarification on something.
When using Heavey Missiles against smaller ships or faster ships, is it that Heavies will not hit those ships or just have less of a chance. Also, is there a Heavy Missle that has a better chance or a module that will help with that.

I think they will hit, but do minimal damage, depending on the size and speed of the ship vs. the missile's explosion velocity and explosion radius. Anything faster than the velocity or smaller than the radius will gain serious damage reductions from the missile.
Target painters help increase the apparent size of ships, so small ships are made to appear closer in size to the missile's explosion radius. Webifiers can be used to slow ships down so they're not faster than the missile's (explosion) velocity. Otherwise, the skills under the Missiles category help with damage, range, etc.

Missiles always hit unless the target is extremely fast.
If the target is faster than the missile's max velocity, then they can effectly out-run the missile and take no damage. This is really only possible with interceptors and torpedos as all other missiles travel in excess of 3.5 km/s before skills.
Once the missiles do hit, then the amount of damage they inflict is based on the ship's speed versus the missiles explosion velocity (a different trait to that listed above) and the ship's signature radius versus the missile's explosion radius, as Letouk said.
Using T2 Precision missiles (which have a lower signature radius) and training up Target Navigation Prediction will help you with hitting small, fast targets. Guided Missile Precision will also help, but it only applies to guided missiles (standard, heavy, cruise).
Letouk's covered the modules that will help, but you may want to read up on the Eve Missile Guide for further details.
