More than a reason can underprice a char, this char have no wasted sp so i start to consider offer from 18 b. Another thing normally if u remap well and use correct implant u can achieve 2500 average sp per hour that means more or less 2M sp per month that means if u start now skill up a char like this it will take 20 months, considering the current average cost of a plex tht means more or less 24 b total, and this is only the cost of plex we are not considering the time u have to wait (20months) to have this toon, if u buy it u have to wait only the ccp time to process char transfer.
