is it once of those people with -1.9 standing that they maintain is due to their 'being a pirate' and an over inflated alt placed ebay bought bounty?
eg - some of the more well known merc corps and or alliances have member who will do this for a 'bad rep' or that extra inch of epeen a wanted sign apparently gives.
are these gankbears?
or is a gankbear one of those 'crappy pvper who is so crap they had to kill my PVE raven with 10+ BS' (quote taken from 'mission daily : a carebears guide to pvp')

Anyone who will engage NPC'ers and Miners because it's PVP with small odds of losing and will engage combat fitted ships only when he has great odds or will logg/run at the first sign of a decent oposition - this is not to be confused with piracy.
They will run in packs quite large, kill a few, and when an oposition is formed scatter or logg.
It's not even about disruption tactics that alliances use one against the other, this is the only way in which they can/will fight and will give themselves thumbs up on the awesome work they did. :)

Piracy is a trade and most pirates chose this trade as a way to make ISK and have fun at the same time. If a pirate sees a target who can't fight back, is he supposed to ignore that target because it's not a 'fair fight'...? I think people need to learn to differentiate between a pirate (in it for the ISK and the fun, will kill anyone and any anything with as little threat to himself as possible) and a PvPer (in it for the thrill, will set out to challenge himself, doesn't worry about losing a ship).
That's how I look at it, at least.

If Im following it right, the gankbears would be the ones who would run or log at the first sign of a ship that could possibly beat them.
Unlike other pirates who would only flee when they know they wont be able to win.
ie: A battleship jumps in where said person was killing miners. The pirate would switch targets and open up holy heck upon the bs while the Gankbear would run like heck.

Gankbear: some weekend nub who will shoot a miner or ratter, but runs like hell back to high-sec once their flag expires. This kind of player is like the kid who keys your car or slashes your tires, then gets their butt whooped by the owner and runs off to file a police report for assault and battery.
Pirate: player who engages targets of opportunity -not looking for equal or 'fair' fights. They will shoot a man in a 'fair' fight or shoot them if they think it might be a 'fair' fight. Think of the boogyman, hiding under the bed or in the closet terrorizing kiddies, who runs when the light flicks on and the parents come in.
PVP'er: usually not either of the above, they don't mind the fight or losing the ship -usually don't have implants to worry about. Think of a Middle-Earth Dwarf who will brawl for recreation then buy a round of drinks for those they fought if they're good sports.
Carebear: doesn't engage anyone unless in defense and even then avoids it. Think L1 Commoner with a +3 butterknife of spreading -sitting safely at home in a drawer.
Anti-Pirate: those who hate pirates and go out of their way to kill them. Think of the L1 Commoner with that +3 butterknife and a potion of heroism -and friends with howitzers.
