Yes you might get decent intel, but you thoroughly misinterpret it. My educated guess is, BoB entered the market PvP on a large scale, and decided to go for the jugular (as their style commands). Obviously, the shuttle manufacturers' cartel has had it too easy thus far, getting obscenely wealthy by exploiting a monopoly niche. That Fountain is used to launch this market offensive is, in my opinion, purely coincidental. I expect Delve to become a hotbed of civilian shield booster mass-production in the near future.
