I'm having to stretch this mission out due to RL. Yesterday I finished off all the drones the 1st stage, intending to go back, go thru the 2nd gate and kill the mercenaries this evening. But nooooooo, ALL the drones respawned!
IS this NORMAL or do I bug report/petition?

I'm assuming this was over downtime? It's normal.

I heard that someone said they respawned after 4 hours not sure if this is true.
I was said in a post about the drone AI since the AI are used in a offer that required upwords of 100 or more and with this being the only thing that drops the AI people tend to farm it. IE kill the drones for the AI leave the mission open come back (in 4 hours or after rebot?) and kill them again.

Haven't seen evidence of mission stages respawning every 4 hours, but each downtime is pretty damn sure - including server crashes.
Apparently, the EvE server cluster doesn't save mission status to disk.
Only mission stages with incomplete objectives will respawn, which means that fulfilling partial objectives (like destroying target structures) can make mission stages stay empty, but "Silence the Informant" doesn't have such partical objectives.
For an example, "Infiltrated Outpost" does - once the structures are killed, the stages don't respawn their drones.

I had the same issue. Effin drones respawned on me when I went back and yes, it was over DT.
