Yeah, that is kind of the whole point of why the Rokh was created...to fit turrets. You could put the same fitting on a Raven I believe. So i would definately use blasters.
and I personally believe that scambling and webbing is the job of a frigate or inty. a BS should be as much damge dealing and tanking as possible. Just the tactics I like, so I would leave the low and mids the way they are.

Blasters. Torps will be under performing on a rokh. You got a large hybrid bonus so abuse the hell out of that.
