I can't do this. Getting pounded by 30+ frigs plus god knows what else. Can anyone who has completed this offer advice?

Hi, they keep sending in waves for that mission a few times, the pirate leader comes in on one of the last ones.

This mission is indeed somewhat nasty, and quite a bit harder than any other Level 2 I've encountered so far, especially if you don't know it that well yet.
The first thing to be aware of is that all the later spawns are triggered by killing certain ships in a previous spawn (the respective commanders, most of the time). Once you have identified which those ships are, you can hold off on killing them until you've dispatched anything else in their spawn.
Second, as The Blockade doesn't actually take place in deadspace like most missions, there is no gate and you don't have to warp in at 0km, you can pick a longer range. Warping in at a longer range gives you a much better chance at picking off single groups without immediately getting caught in the crossfire.
Third, the new groups will appear a significant distance away, and since they have no MWDs, it is quite possible to outrun them and keep them at range as long as you have an afterburner fitted, while you either repair damage or pick them off with ranged weaponry.

There will be one ship in each wave that will be a one of a kind. It won't necessarily be the biggest and baddest ship, but it will be the only one of it's type.
kill it last always. He's the trigger for the next wave.
I have followed this rule in the lvl 3 Blockade mission and it's very easy to complete successfully once you realize how to do it.

My first attempt at the level-3 version involved me warping away 4 times (although one of those was due to the warp-in dumping me right in the middle of everything, and getting jammed as soon as I dropped out of warp - warped away, went to a gate in the other direction, and warped back in at 100km), since I also didn't know about the trigger-ship in each spawn - it resulted in me trying to tank about 7 HACs, 5 BCs, and a few frigates/destroyers in one go.
Second attempt, when I found out what the situation was, I managed to finish it without warping out, using a bit of range-tactics thrown in for good measure...

Basiccly, kill the cruisers. This produces the other waves. also, warp in at 100km and have some ECCM. And bob's your uncle! 'What do you mean, where's the treasure? It's in this chest: ****ography and biscuits! Yarrr!'

This mission has a easy pattern, you arrive and you find a group of npcs, if you kill the npc that has the highest bounty (or one of them if there is a group of npc with the same bounty) and the mission will spawn the next wave of enemies. Kill the small enemies first and then kill the highest bounty rat to proceed to the next wave. Rinse and repeat  -----------------------------

*against angels* first wave kill order should be frigs > destroyers > oddball destroyer 2nd wave frigs > destroyers > oddball ship 3rd wave faction frigs > frigs > destroyers >oddball 4th wave whatever gets close first > save cruiser for last 5th wave? destroyers = *HIGH PRIORITY* cruiser last >note i dont remember much after 3rd wave< ?last wave? destroyers > faction frigs >frigs >final cruiser
this setup got me through with a few warpouts and very low skill points (1.1 mil)
4 220mm autos 1 med nos 1 small nos 10mn ab web cap charger I MAR I 3 energized plates CPR
if you swap the CRP for an 800 and the energized for hardeners then you can probaly do it without warpout as long as you balance cap.
alternative is fit arties and snipe em, dont forget a rep/booster and resistances though as faction frigs/cruisers missile spam, and 1 or 2 groups of destroyers snipe
