Could someone help me to find this thing?
I searched 5 regions around myself, but still nothing  . Some stations buying it, but nobody sells.
In which region it can be found ?

It can be found exactly where some other skills like "Mobile Refinery Operation", "Mobile Factory Operation", "Black Market Trading", "CFO Training", "Mnemonics" and maybe a few others more can be found...
... namely NOWHERE, except if maybe somebody's forgotten them in his hangar from "back in the day" when some of them existed.
They don't exist anymore (or never existed as books but were given through character creation), and they're not used for anything anyway.

Almost true:
Black Market Trading is/was available at character creation (one of my chars has it), but not as a book.
Mobile factory/refinery operation ARE attainable as a book, they used to be on escrow quite a lot (3M isk was the going price, with some "scammers" selling them at 100M). I believe they are some of those items that you can still buy from NPC's as long as you actually have one of them and "view market data".
Isn't it great being a skill collector?

That ability to buy "unlisted" items from the market has been removed recently.
If anybody still has mobile ref/fact skillbooks, I would love to purchase one of each through direct trade, as you can't search for them in contracts anymore either (so maybe you can't even list them there in the first place).

Yes, inded it is requested my R&D agents. The thing is the skil is simply too powerfull, and thus was never released.
Without going to much into details, it gave you a chance to get every type of ship bpo, disregarding race. THing is that it simply ended up giving you too high a chance of actually getting BPO's compared to all other skills, and thus was never seeded. This was apparently a last minute decission, so the references to the skill still exist many places in EVE, even though you can't actually get the skill.
Perhaps one say they will let it drop as uber rare loot, as its the grail of R&D, but I doubt it. More likely it will never be released or be released with some other specs than the original version.
