 I realis as a new player they are prolly out of my price range but whats the deal with implants? Obviosly the get "implanted" in my brain and give bonuses of some sort, but how many can I use? are there restrictions? any penalties? anything I should know?

 Your character has 10 slots to plug implants in. Each implant uses a specific slot so you cannot use more then 1 of the same type.
 There are a lot of different implants. Some will speed up training new skills, other give bonusses to your ship like damage, speed, ...
 Check the descriptions on the market (skills & accessoires -> implants). Some are quite cheap, but make sure you check the required skills before buying so you can actually use it.
 
 If you get podded, you'll lose all your implants. If you remove an implant after you plugged it in, it is destroyed, so you cannot resell it.

 Here we go:
 
 Some implants will definitely be out of your price range for now. However, many +1 Attribute implants will soon be within your budget through the market. Additionally, if you run missions for NPC agents you build up points with them. From time to time they will make offers to trade those points for goods... which can include offers for implants.
 
 You have a total of 10 implant slots. Five of those slots are for Attribute implants. The remaining five fit Hardwiring Implants. Hardwires can make trained skills more effective... additional bonuses to Afterburners, or Shield Transfer, or whatever type it is.
 
 Once an Implant has been installed, it cannot be removed intact. You can lose implants by being podded by another player, so if you plan on spending a fortune on implants/hardwires make sure you're capable of keeping them. (You don't lose them if your ship is destroyed... just the pod)
 
 If you plan to PvP, don't get too attached to them. They'll come and they'll go.

 You can install jump clone (or clones ) and save your implants before you go to pvp.Empire jump clones with implants very populer at 0.0
  Attribute implants give attribute bonuses
 limited x implant +1
 limited x beta +2
 x basic +3
 x standard +4
 x improved +5
 and learning bonus apply to them, +5 improved implant with learning lvl 4 will give 5.4 attribute to you (learning lvl 5 = 5.5 )

 edit :To installa jump clone you or your corp have to have +8.00 standing to a npc corp has medical facility (or you can use a corp that sell jc installing service for a fee,there are some corps at sell forum ,check info)
