Mainly so shield tankers can scramble and it kinda looked cool 
Also some Amarr ships could benefit from it (1midslot must realy suck ) ----------

mmmmm short range Drake with T2 HAMs, fat passive tank and short range scrammers in lows. That's nber! Nah, tbh I doubt it would be widely accepted.

Yeah would be nice. It would give all ships a chance to go solo but still giving the ew superior ships the better option as a midslot module.

it'd take a decade to balance, and the low slot module would end up costing 80 cpu or something
I mean hell, suddenly a retri can web/scram, a crusader can MWD/web/scram, and a malediction can mwd/2xweb/scram...
just talking about amarr ships here cause they have loads of lows but not very many mids in general

Only change I would like would like for scrambling and webbing modules is specific modules for battleships using longer ranges... will take heavy fitting and have penalties like WCS...
but this would be insanely difficult to balance and DEVs are focussing on Kali 2 and 3 i guess... I had hoped for a new year eve smartbomb but guess they are too busy...
