There are lots of little events going on all the time. Most of the eve population doesn't really get to see them though because they usually involve ISD members giving awesome loot and prizes to their alliance friends.

And another thing that needs mentioning.
Why on earth would ANY 0.0 pirate faction HELP the people who shoot them EVERY day in the belts?
Artificial content is lame. Especially when I don't get any of the free stuff.

As you can see this event was not nearly as secret as you think. In fact, with it beeing announced publically i would even say it was the opposite.
The mothership was not just given away, it was a competition that required logistics and effort. Oh, and the competition was open for all.

That thread only adds more fuel to my argument. I wonder if M corp even had to go to empire to fill the order? Or did they perhaps already have everything they needed in system? My guess is that they had to move everything less than 1 jump since there was a large LV contingent already living in that constellation.
ISD: proving once again that its not what you know, but who you know.
