The OOC idea here is to provide an additional framework for small groups to engage each other consensually in High Sec without CONCORD intervention.
Have some of the NPC corporations in Amarrian space start issuing warrants to pilots that are in good standing with the empire and have a positive legal standing. These warrants would only remain valid as long as these conditions where met.
These allow the Amarrian pilot to fly out of the empire and then buy passenger contracts on the open market. Once done having warrant enables a right click menu option to convert the passenger types to ôcaptivesö or something similar.
The pilot flies into Amarrian space, docks and can then convert their ôcaptivesö into a random mix of slaves and elite slaves, who can then be sold on the market as per normal.
At the same time have law enforcement corporations in the Republic, Federation and State sell their own warrants under the same terms. These warrants would empower a pilot to take actions in the territory controlled by the issuing nation.
These would let the user engage any ship that they could cargo scan and find evidence of the ôcaptiveö passenger type. If the passengers are either recovered from a wreck or jettisoned by the slaver they could be taken back to a station and converted into a random mix of passenger types, again via a right click menu option.
Maybe as an extension of this holders of the non Amarrian warrants could enter Imperial space and attempt to fly out slaves using a similar process? Owners of the Amarrian warrants would then have the authority to interdict these pilots.

I was thinking and thinking, and hmm i couldnt find negative part of this idea, other than more empire lag :D
But also i dont see why we would want something like that in eve...

Thanks for the vote of semi confidence. 
I just figure it's a slightly different tactical environment for folks who are into PvP for its own sake. Pirate hunters have to be as picky about who they engage, but can bait the target into attacking. Here the attacker would be relying on decent scouting work and intel on the slavers/liberators.
Mainly I was thinking of the roleplaying potential. Also it could replace those bloody annoying slave conversion offers that need a smuggler friend or alt in order to get the slaves to the agent who is going to convert them.
I have no idea how complicated this would be to implement though. I figure if a scan detects the suspect cargo it could set off an agro counter similar to the one used in ore theft. As for the cargo type conversions I have no idea.

I like the Idea, not just on an Empire/PvP thing, but as an added benifit to factional warfare and Role playing

I was tempted to fly a bestower 19 jumps yesterday to dabble in some slave trading for profit. It was late and the profit margin wasn't huge so I didn't bother. LEMME BE A SLAVER!!! :D
