Can you rat 0.0 in a harbinger? My alt is getting t2 med lasers in a few days, and should be able to use t2 everything.

If the rats have a weakness to thermal or EM, then yes. I wouldn't try guristas or others myself - it may work but will take forever. Things like sansha or rogue drones are fine.

i use
Highs - 7 focused medium pulse 2's, 1 med nos 2
Meds - 10mn Mwd 2, 3 cap recharge (18% kind)
Lows - dual med reps, exp/kin/therm hardners/1 cap relay
havnt had an isuue yet, very nice ship and quick ;)

I use a harbinger fitted with 7 t2 pulsewith MF and 3 T2 mag stabs in lows, only tank i have is a medium repper and 2 energised adaptive things.
With this setup i completely destroy serpentis, get in fast and orbit the BS and they will not hit you at all, dropping a serpentis baron (500k)is possible in less than 20s.
So answer to your question, yes, 0.0 hunting is not only possible but incredibly effective in a harbinger.

I was able to rat 2x 1.5m BS spawns of the Gallente rats (cant remember their correct name) on SiSi when I was messing around with setups. I had something like
High: 7x Med Beam (Radio, Standard, Multi), Med Nos
Med: AB, Web, 2x Fixed-Parellel linked cap
Low: MAR2, Heat Sink T2, Rat Passive in the rest
