To be clear, Chances post is not based on "inside" information, he isn't on the CPM so doesn't have information of the future of Dust any more than anyone else.
That being said, Transneural Skill Packets actually reduces the need for CCP to go F2P, not increases it.

You want SP to accumulate? Pay the monthly sub fee still or........... just use the Neural SP packets.
The packets exist so F2P dudes can still train ships, they will get their SP for "free" by grinding isk for SP Packets dude |

A lot of the F2P crowd don't like spending any money, that's why they play F2P games.
So they won't be buying packets, I think packet are likely to be expensive anyway.

You bet CCP won't discuss that if they're forced to go that way in order to sustain the company. Survival is not debatable.
