I've been pvping for the majority of my EVE career and have decided to do missions for a while. A friend of mine who is a mission runner told me that the new lvl 4s are much harder than pre-kali. Can an ishtar or a Domi still solo lvl 4's reliably (I have both)? From my understanding, drones always caused aggro issues, but I don't know if this is still the case. Any info on this would be greatly appreciated.

In my experience an ishtar can be very dangerous for lvl4 missions. I did mostly angel missions but with those when the **** hits the fan, you need to get out real fast cause you aint got a very big armor buffer. So i would definately choose a domi unless you got isk for a nice faction tank, then the ishtar will shine 
But why not use an astarte or eos? They do the trick better then a domi and ishtar.

Ishtar is definately fun to fly in mission, but id use it only on gurista, sansha and serpentis mission, angel missions will get you killed.

Domi is the Gallente lvl4 mission boat of choice. Personally I've never used one, my trusty Megathron is more than capable. Got an Ishtar gathering dust in my hangar, just never had the guts to try it on a lvl4 yet.

Why? It can be shield tanked? I agree its not the most effective shield tanker but when you get get expo damage tanking in the 85% region there really isnt much danger unless the angels do EM damage as well... But dont get lazy, over-confident and slack! this nearly lost me my one and only isthar a while back.

I used Ishtar for lvl 4 AE and it is doable nicely with a bit of caution. Setup you need it 1600mm plate for buffer, 2* Explosive T2 hardeners and EANM II with all skills that boost it to lvl 4 and a T2 med repper.
Put on faction stuff if you have it and the mission get's waay easier.

I have no experience with an Ishtar but I can run actually 90% l4's solo in a Myrmidon with t1 Heavies.
The Myrmidon seems to be similar in some cases. With a 6[!] Low Slots, t2 hardeners and a 'Meditation' Repper plus good skills you can build some kind of +perfect-tank˝ for most situations. The 5 Med Slots allow great cap recharging, webbing and AB. BC IV or better V give 10% each level an drone damage. The Repping efficiency is awesome. I had an Ishtar support a while ago when I was flying a Brutix. The clone was high skilled and could solo all l4's in his Ishtar. He had no fear to go afk while under heavy fire.
With the Myrmidon and an additional Drone Augmentor I I pull agro from 60km and send out my drones to intercept. With those +range˝ tactics I can deal all critical mishs so far. With a specific hardener setup and higher skills you can play camp'n'drones games with ease. With some Armor Rigs this BC will reach Heavy Assault levels.
