Point/Question #1:
Ok, so I don't have the skill to fly a T2 BC or command ship (same thing, right?)
Point/Question #2:
I have a 'Mining Foreman Link - Laser Optimisation' module, with all the uber gang-mining skills and that fancy implant jobby - all lovely. BUT, can I use a second module of the same type - the exact same one - if I use a Command Processor I ?
Point #3:
I'm well aware that there is a module to boost mining drone yield too, but i'm not interested, as i use combat drones to tackle rats, as opposed to using mining drones. So all I'm interested in is using 2xMining Foreman Link - Lazer Optimisation.
Can I do the above? If not, will I have to use the Command Proc to give me use of the Drone-gang-mining-mod thing and ***** out all my mining drones, and find another method of rat-killing?

I'm not sure what you're asking...
You can use 1 gang link on a t1 battlecruiser. More if you have a command processor or some such module. It takes a bunch of training time to use it though.

The short answer is yes.
My Battlecruiser presently has 4 Gang modules fitted and usable at once, with reasonably low fitting skills.
Note to manage this takes almost ever slot on the ship
4 gang mod (high)
3 command processors, 1 cap recharger
3 cpu enhancers (1 named), 2 cap relays
This gives enough cap recharge to run everything full time, and fits in my brutix with 33% powergrid and 0.5% cpu! spare.
Note all fittings are tech 1, if you can use T2 or good named modules might get a few slots free for other purposes.

The bonuses will not stack from having 2 of the same gang-mods active - it will only use the bonuses from one of them or the highest bonus if multiple people in the fleet have the same module active and are granting bonuses.

I think the OP's question is in fact:
"Can I use 2* Mining Foreman Link for twice the bonus"
I'm not sure you can even fit 2 WF mods at the same time.
I'm pretty sure WF link modules don't stack, so using 2 of the exact same won't be any different from using just 1.

ok - it seems to be in most people's opinion that using two of the exact same thingies won't work.
Just outta interest, the guy who said he had 4 of them working at the same time - what you got running on there? cuz there's only 2 or 3 for mining, right? whats the others doing?

Yeah i got the mining guide, good read, learned lots. But i don't recall seeing a bit about using two of the same mod. although i suppose if this were possible, he'd have mentioned it

Well for a statr none of them are mining ganglinks (how dare you insult my precious BattleCruiser soo  ). Tis fitted with a full armor set, plus a speed one because, well there was space for it...

Note: Gang effects don't stack. The strongest effect overrides all others.
