Some are good, some are bad, and all are ignoring that "carebears" or however you want to call the never leaving high-sec-folks make up the VAST majority of eve players.
And no, forcing them to participyte in pvp wont make eve better, it will make them leave.

My proposal is that all assembly outside of t1 non capital modules must take place in a POS. The BPO's are to be installed in any assembly array should their be a desire to build something. BPO's not in use are to be stored in the corporate hangar array. Why do such a thing you ask?
Where can you build Pos again? Other then that: Great idea. Now make up a solution so this doesn't benefit just the smallest group of players: the ones with POSs.

Seeing how few are smart enough to even do scout: its ok. Maybe downgrade the shuttles a little... I won't comment any other ship-suggestions right now, since thats... too complex pre-10th coffee...
Section 6: Local (Dun dun dunnn)
Local is a good "expect lag" indicator in high-sec, a good "Alert: there are people here who can't kill anything but PvEers" in low sec and for 0.0 it doesn't make sense.

I don't want to force PVP but this galaxy should emphasize that no one and nothing is safe. That must apply to BPO's as well.
With a good chunk of empire and lowsec being empty (or relatively low traffic) this opens opportunity for BPO holding companies to form (they must be relatively secretive though) to protect assests in these "empty systems"
In my opinion A Cartel is a group of people able to control the market traffic and price of a Ship,Mod,Product due to their possesion of certain items.
The Instantaneous Pod cathing bubble is ideally meant only for bounty hunting due to warp spammers. It could possibly be changed to just homing in on bounty targets.
Shuttles need a nerfing simple as that and the 300km visiual range is annoying epsecially when Crow X comes in to show off the gistium A Type MWD to every one by orbiting the gate at 300km till the gank squad shows up.
Thats a derogatory comment of yours about the lowsec local system. I've killed my fair share of PVPers.

Id propose a module. Something moderately heavy on the powergrid and/or CPU. The module could even not only scan them out but disable their cloak and keep it unable to be reactivated at the expense of heavy cap usage (for the decloaker ofcourse). Or perhaps just a specific probe type?

but everything else would be awsome.
Picture that, you own a couple of capital ship BPO, or Tech 2 BPO and your moon mining away in your pos while manufacturing a couple of Megas, next thing An etire alliance comes to rid you off them in secs, countless Dreads hammering away at yoru shield sayign KNOCK KNOWCK CAN I COME IN!!!
