It's either a scam, a joke or both. Either way, in the slim case that it isn't then the real pirates from the gulf of mexico will ride on over and go in your base, and kill all their doodz.
People have been pulling this nation-at-sea crap for decades. If career politicians couldn't do it, then I doubt a bunch of "Internets Pirates" will. They'll realize how much money they were getting from suckers who donated to them and squander it all and buy gold in WoW or something.

(Side note. It is indeed in International waters. And, has multiple net connections. Remember, it's serving up addresses, not files. Doesn't need huge bandwidth. Course, how long 'till the RIAA starts buying discounted used Russian subs is anyone's guess....)

This is infact totally true - Sealand - is a totally free country not under rule by any other nation - It even has its own stamps, currency and passports - Theres been many articles on it in many magazines and newspapers and has been reccently on the news because its up for sale at ú500,000

Even in just property investment, old sleepy town of stafford 1.2mil gets an office block with a rental return just shy of 100k per year Sealand could make billions from having a 10% tax rate and setup fees for citizenships, not to mention online gambling, portal cargo, removal of import duty to the uk and of course setting up VAT certificates at a way lower price to be able to undercut people in the uk.
Do you think the owner would get acceptance into the EU, sign a pease agreement with the uk and join the UN congress?

Its 8miles off the coast of England, but is indeed in International waters. Im lazy, but even I took the 2mins to look that fact up.

Since a 1982 UN convention, territorial waters extend to 12 miles off the of the coast of the respective country and consequently Sealand has been in British waters for more than 20 years - not that anyone (including Britain) cared too much.

After reading a couple of articles it looks like organization is their main problem... and if they were to start engaging in all these activities chances are then they would have a problem with Britain.

Actually, Sealand is in the middle of their own territorial waters, and they have open access to the ocean at large.
