I'm mostly a mining guy, with a couple of Alts. I use a Minmatar fighter to keep the peskies off my barges. This is high sec so I'm not tooo worried about PVP. Mostly there to keep rats at bay. However, I want to fit it with a full setup anyway, just in case...
This is ISK dependent and I'm not T2'd yet, so keep that in mind...
Highs- 4x650mm Artillery 1xTractor Beam 1xSalvager
Mids- 1xWebber 1xMed Cap Booster 1xSensor Booster
Lows- 1xMed Armor Repair 1xExplosive Hardener 1xKinetic Hardender 1xDamage Control 1xGyrostab/Signal Enhancer
Drones- 6x Hammerhead
Basic idea is to park at optimal + 1/2 falloff, which usually lets me cover both sides of the belt pretty well. Drones and Webber are there in case a fast rat decides to target the defender rather than the barges. Tractor and Salvager to let him make some extra cash in the process. The rest is really just fluff but I want your opinions anyway. Tank set up well? Signal Enhancer or Gyrostabilizer? Trade the sensor booster for something?
Tell me what you guys think.

For tanking high sec rats I don't think you need that cap booster, they die really quickly from what I remember. Only frigs in +0.5 IIRC? Trade the cap injector for a tracking computer.

Erm...why kill them? Permatank w. any cruiser/LSE and proper hardeners and forget about them...lot more relaxing whilst a mining OP... --

The salvage/bounties might not add up to a whole lot with empire Rats, but hey, if I'm doing 3-4 ops a week, those salvage components can add up.

Swap the sensor booster with a warp scram, just incase you get a ore thief at your location.

Use a gyro.
Since most engagements will be short I doubt you will fight long enough to run out of cap.

If I didn't know any better, I would think that this wouldn't actually contribute much at all. 
The barges will learn to fly drones once they're in covetors, which is still another month or so off. Even then, a real ship is better, IMHO.

I mined in an Osprey in .5 when I first started. Even the meager 20m drone bay was more than enough to fend off any rats.

Use drones. Five lights in a barge should chew up just about anything in 0.6+, solo. 0.5 rats ... consider a plate or an extender.
As-is, I've packed an untanked Vexor out to 0.2, and managed to take out some double cruiser spawns w/o any significant armor damage. Just gotta get them some skills. ----------------------------------

With artillery you want to pretty much stay at your optimal. You also shouldn't need much tank at all on a cruiser in <.5 so I would lose the hardeners and with the medium rep fit some combo of tracking enhancers(for the optimal) and gyrostabs. If you have the grid move up to 720s if not the 650s will do.
