AFAIK, no, not if it's still active. However you can update it with more information and I don't know if that counts as a bump...

carefull, the 'system' auto-closes petitions after 1 month of NO activity.
i would re-file it as a stuck petition if you cant log your char on
good luck

I think (not sure though) that if you cant log in to the game, it qualifies to file a petition under stuck. Stuck petitions are usually handled pretty fast.

no-log situations should be filed as stuck petition, these are looked at within 30mins - 1h after filing by GM/Aurora member currently handling these. They will move your character or advise other courses of action as necessary.
On your side, I would delete cache subfolder in your eve installation to see if that helps the problem.
Of course, use yet another account to file the petition and stay online

petitions are a bit slow atm id say update once every 2-3 days and leave it at that. Beyond that CCP are overworked or on hoildays so could take another week for them to get on top of things
