I found a bug and couldn't see where to file bug report but here.
I had a skill finishing just as I got "Docking request accepted".
The message on screen was:
2007.01.14 14:35:07 Notify Training of the skill Broker Relations lvl 0 has been completed.
And in the eve-mail:
2007.01.14 14:35
Training of the skill Broker Relations to level 1 has been completed.
When I checked skill screen it was indeed 0/500 again and it started from 0 when I re-started it. Good thing for me it was just a tiny skill, wouldn't want that to happen with say ha lvl 5 skill. =p
Just thought people should be aware and dev's might be able to fix it.

I believe you should petition it also. Who knows, you may get 500 free SP.

Did you try restarting the training then aborting it after a few seconds? That usually fixes that problem (it updates to the correct skill level). I haven't had that happen to me in a while but it did occasionally occur.

Starting a new skill and then quitting / reloading Eve worked last time my skill wasn't updated properly.

I have had this problem when I jumped through a jumpgate just when my skill completed.
You have to petition it and not restart the training of the skill. That way CCP can correct the skill lvl.
Or wait for the next DT before you create petition, sometimes it resolves after DT.

So far this has happened to me three times since I created. The first one was Analytical Mind III, frustrating but not that a big deal. I off course felt devestated and was yelling at the screen and mader than all heck. Next time was Caldari Cruiser IV and I once again felt quite cheated of time and that it was the end of the world. Then a very very kind soul named Grey Area talked to me and the last time it happened I was told to quit the client and come back in. And the problem solved itself. Now I have learned to NOT dock/jump or change sessions while I am close to completing a skill. When I got Caldari Battleship V on Thursday I hung out in space for an additional 5 minutes...starting that skill over again did not seem like a great plan to me.
