Whats a good system with lvl 4 agents. It doesn't matter wether it is in low-sec or high sec. Also it needs to have a population of atleast 50-100 people.

No, I want to start selling items in decent traffic systems. I wanted to find a mission place that I could experiment with is all.

Well if you want a buggy lag envirement look no farther than Saila and Motsu ccp in its wisdom put the two highest caldari security and command agents there and its all just 3 jumps from jita \o/
As long as you dont do missions there its a high traffic system(s)

As long as you dont do missions there its a high traffic system(s)
but then you can sell in Jita immidiately, as it is a) 3 jumps of as you said and b) in the same region, and thus all offers are listed anyway.
